Every uploader can enable a download button on their own videos, choose which renditions to offer, and even sell them. Before using anything else, check under the video for the Download control; if it is there, use it, because you will get the uploader's chosen source file at full quality with no intermediary.
This tool exists for the case where you own the video and the button is off, or where a public video's delivery stream is the only copy you can reach. It resolves the public playback manifest and returns an MP4 — typically H.264 with AAC audio, at the highest rendition Vimeo publishes for that video, up to 1080p for most accounts and higher on plans that support 4K delivery.
